UAE Leads the World in Safety Once More, Reclaiming Top Spot in Global Index

The United Arab Emirates has once again claimed the top spot in Numbeo’s Global Safety Index for 2025, reinforcing its reputation as the safest country in the world. Whether you’ve called the UAE home for years or are simply passing through, the feeling of safety is undeniable – from late-night strolls to spontaneous cab rides at odd hours. The midyear update places the country above all others for overall security and low crime, just months after it ranked second behind Andorra.

So, what makes the UAE stand out? Its position as a global crossroads, home to more than 200 nationalities, is matched by a government-led focus on safety and stability. From comprehensive surveillance systems to fast emergency response and strict enforcement of laws, the framework prioritises protection. And while Andorra, Qatar, Taiwan and Macao also performed well this year, the UAE’s consistent efforts have edged it into the lead once again.

The regional picture is equally telling. Saudi Arabia and Bahrain made it into the top 15, showing how safety is increasingly a shared priority across the Gulf. Kuwait, Jordan and Pakistan followed, while further afield, the UK and US trailed behind – ranking 86th and 91st respectively. It’s a reminder that global safety perceptions are shifting, and the UAE’s model is resonating.

Zooming into its cities, the data tells an even more impressive story. Abu Dhabi earned the highest city safety score globally, with 88.2 points, and Dubai landed fifth, both reinforcing their position as the most liveable cities in the Middle East and Africa.
